We've re-added the Conditions to systemd-timesyncd.service.

ConditionFileIsExecutable=!/usr/sbin/chronyd
ConditionFileIsExecutable=!/usr/sbin/VBoxService


This should ensure systemd-timesyncd.service is not started if chrony is
installed.
