Dear mono maintainers,

I just found out that since the latest upload of mono was not a source-only
upload, this new version will never migrate to Debian testing. According to 
https://lists.debian.org/debian-devel-announce/2019/07/msg00002.html , britney
will now reject new uploads from entering Testing when there are maintainer-
built packages.
