I am also affected by this bug for the tango package, whcih excludes a bunch of .jar files. Do we know which tool must be fixed in order to resolve this issue ? It is not clear to me if this is a bug of tar or a bug in mk-origtargz ? In my case the tar file was generated from a github tag.
