Control: severity -1 important (blocks pandas 0.23 -> 0.25 transition, and hence python3.8 support)
patsy, pandas and statsmodels form a circular dependency, so they will all need to drop python2 support at once.
As discussed in #942106 and #931557, this can't happen right now but may be happening soon.
