50% of the time, cyrus and dovecot also have a race condition and start

Confirmed this is *still* happening on Debian 10 on boot.  The manual
workaround as stated by TheSin is to systemctl stop portsentry;
systemctl (re)start snmpd; systemctl start portsentry.  This is hardly
fatal but as TheSin writes, really annoying.
