The ArchLinux Project Addressed this issue in their packaged 7.64.0-4 version 
of curl... can Debian do the same?

To see the issue is in the latest greatest version of Debian's Curl

Step 1: Demonstrate Debian is running curl 7.64.0-4
wget http://ftp.debian.org/debian/pool/main/c/curl/curl_7.64.0-4_amd64.deb
apt install 
./curl_7.64.0-4_amd64.deb<http://ftp.debian.org/debian/pool/main/c/curl/curl_7.64.0-4_amd64.deb>
curl is already the newest version (7.64.0-4).

Step 2: Demonstrate the Defect
curl -i -v www.yahoo.com<http://www.yahoo.com/>
