I needed this now so I tried to do the work. It's in my fork: https://salsa.debian.org/liskin-guest/plantuml I merged the upstream git history into the "upstream" branch because Andrej merged a non-upstream patch into it and I needed git merge to do the right thing (which it didn't, but at least the amount of manual work was minimized).
