At my end, I do have both the new packages. What I was talking about
is dpkg complaining . Perhaps the postinstall script or something
still has the old dependancy somewhere ?

$ dpkg -l libhwloc-plugins libhwloc-dev
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Inst/Conf-files/Unpacked/halF-conf/Half-inst/trig-aWait/Trig-pend
|/ Err?=(none)/Reinst-required (Status,Err: uppercase=bad)
||/ Name                   Version      Architecture Description
+++-======================-============-============-==========================================================
ii  libhwloc-dev:amd64     2.1.0+dfsg-2 amd64        Hierarchical view
of the machine - static libs and headers
ii  libhwloc-plugins:amd64 2.1.0+dfsg-2 amd64        Hierarchical view
of the machine - plugins

Also not sure what A means in aptitude show below -

$ aptitude why libhwloc15
i   libpmix2         Depends libhwloc-plugins
i A libhwloc-plugins Depends libhwloc15 (< 2.1.0+dfsgA)
