The current situation violates the version constraints in the archive: the
version in stable is higher than the version in testing.

The version from stable got pushed into unstable during the point release
(because it is newer than what was in unstable before). However, it is
uninstallable there (it was built against an older version of snmp).
Obviously, the version that is broken (wrt a testing/unstable environment)
will not migrate to testing.

Please fix this by uploading a new version to unstable.

If you don't intend to do this, we might be force to start the process of
removing php7.3 from bullseye.
