This is strange. The requirements seem to be wrong:
'backports.csv < 1.07;python_version<"2.7"',
'backports.csv < 1.07;python_version<"3.4"',
'backports.csv;python_version>="2.7"',
'backports.csv;python_version>="3.4"',
the latter two lines say we need the backport in python 3.4 and above,
which is non-sensical: we *don't* need the backport then...
