Sorry for being unclear.  speech-dispatcher-ibmtts is built from
speech-dispatcher-contrib, and depends on speech-dispatcher-audio-plugins;
so speech-dispatcher itself needs to be kept around on i386 in order for
speech-dispatcher-ibmtts to be installable.  (speech-dispatcher is
Multi-Arch: foreign so the amd64 build of this would be sufficient -
although our i386 whitelisting in Ubuntu doesn't currently have a way of
understanding that - but speech-dispatcher-audio-plugins is Multi-Arch:
same, so speech-dispatcher-ibmtts's dependency on this package is only
satisfied by the i386 build.

So both packages need to be kept around on i386, but we want to drop the
speech-dispatcher-festival binary.
