The create_runtime_directories() function in the resolvconf init script
worked under assumption that $RUN_DIR is a symlink (either broken or
pointing to a directory). Now that $RUN_DIR is just /run/resolvconf,
resolvconf no longer starts on boot:
Setting up resolvconf...failed (/run/resolvconf is neither a directory nor a
symbolic link).
