Marking stops as 'Multi-Arch: foreign' should make
that installation possible.

The package 'stops' contains binary instrument data, which as far as I know, is uniquely created by the undocumented and well-hidden instrument editor feature in aeolus (hold down Ctrl then left-mouse-click on any stop in the aeolus GUI to open the instrument editor).

This instrument data works fine when copied to Debian systems running other arches (I have tested amd64 -> armhf).
