There are other autopkgtests failing for cmake-extras, I have started looking into those, too.
I also checked the FAILing intltool autopkgtest. One issue was a dependency on language-pack-en which does not exist in Debian, only in Ubuntu.
However, if that gets worked-around (D: language-pack-en | hello), then the test still fails because of a non-configured locale en_AU.UTF-8 in the autopkg testbed. However, the intltool test does locale specific testing and the test case does this on some en_AU.UTF-8 translation (.po) file.
Thus, some of the gettext tests fail. If one dpkg-configures locales and enables en_AU.UTF-8, then debian/tests/intltool works.
Advice has been sought on the debian-ci ML: https://lists.debian.org/debian-ci/2020/01/msg00010.html
