Due to its license (OPLv1) Scribus documentation had to be split into a
separate package "scribus-doc" that was placed into the Non-free archive. If
you don't see it with the apt you likely don't have the appropriate archive
in your sources line or your local mirror doesn't carry it. Below is an
example source line that I personally use. Please note the "non-free" part. I
will add a note to the README file to alert people to the location of
documentation in non-free for the next upload and will close this bug report
then.
