David, Due to its license (OPLv1) Scribus documentation had to be split into a separate package "scribus-doc" that was placed into the Non-free archive. If you don't see it with the apt you likely don't have the appropriate archive in your sources line or your local mirror doesn't carry it. Below is an example source line that I personally use. Please note the "non-free" part.
