Ok, but before I change anything: hyperref has a package-level
dependency on letltxmacro (and a bunch of others). Why doesn't that
suffice?
As far as I can see (per previous mail to the tex-live list), it is not
possible to make collections perfectly self-contained. However, in the
case of hyperref, if package-level dependencies aren't enough, presumably I
should add all its dependencies to c-latex, where hyperref itself is. -k
