The problem (much smaller) is that installing manually version 2019.11.05 did not help on its own. I had to run wget -qO- https://www.ports.debian.org/archive_2020.key | apt-key -

This is correct there was an issue with this key, its expiration date
was off by one year in version 2018.12.27 of the package. This has

This is clearly out of date. OTOH most keyservers stopped propagating
keys due to all the issue with the protocol, so it's kind of expected.
