Bug#953427: micro and dch does not work well together

When EDITOR is set to micro all dch commands first opens a blank buffer 
and only after closing the blank buffer debian/changelog.dch file is 
shown. This is a confusing behaviour and may not be obvious to most 
users. I'm not sure if it is a bug in micro or dch. Probably micro is 
not properly handling the way it is called by dch.
