PS, PDF and text files are created from SGML source, not from HTML. This
makes it more difficult for users since they have to install various
tools auch as tetex.

On the other side Debian Reference is one of the most important
documenations in Debian. I'm sure many people want to print it and
that's much easier using PS (or PDF).

Don't forget that PDF is searchable, that's also possible with HTML but
more complicated (you need a search engine or need to grep various
files).

But you're right that size limitations could easily be solved this way.
But do they exists?
