Ah, then I understand.

Yes, for most packages I am sloppy and treat unlicensed files as under 
same license as the license applied for surrounding files.  An exception 
(i.e. an experiment of another approach) can be seen with ghostscript 
(try run lintian against that and you might understand why I have put 
that experiment on hold for now).

I will leave this open, but am unlikely to solve it any time soon.
