   * What led up to the situation?
   fresh install.
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   downloaded and tested kernel and firwmare from backports, reinstalled
   firmware and kernel from statble buster.
   * What was the outcome of this action?
 None, same, no efect what's so ever.
   * What outcome did you expect instead?
The bluetooth interface to show up!
