It seems like the python-oslosphinx package is causing the FTBFS, since it's not compatible with Sphinx 2.4. I found a new upstream location for doc8, but they only had an rc3 for a new release. The rc3 release did not depend on oslosphinx, and therefore, the package was able to build. Looking at `apt showpkg python3-doc8`, I wasn't able to find a specific package to test against the new python3-doc8 build. If this looks like the right direction to fix the FTBFS, I can upload a build to debian.mentors.net if that would be helpful.
