I can't reproduce:

% pactl load-module module-null-sink sink_name="test-sink"

32
% pacmd update-sink-proplist test-sink device.description='"A & B"'
% pavucontrol
%


Could you share the output of `pactl list sinks`? It appears the problem is
not really in the device description.
