Hi!

I got this problem after an upgrade to buster.

Solution in my case was:

# apt reinstall tk

And then the missing link was restored:

eckert:~# ll /usr/bin/wish
lrwxrwxrwx 1 root root 7 feb 23  2019 /usr/bin/wish -> wish8.6
eckert:~# 

So the problem might be in the tk package.
