R 4.0.0 was released as scheduled on Friday, source packages have been in experimental since Friday too. There is one build failure on ppc64el but we now know what causes it so a bug fix from upstream should be forthcoming shortly. The bug can also be circumvented by (on that platform only) configuring with --disable-long-double. As such, we're ready, so I may I would like to nudge you towards considering a start for this transition. R is reasonably widely used language that is very well supported in Debian, and it would be good to have this updated upstream version be part of Debian testing and the next release.
