Upon further investigation, I found the failure happened before the last NMU, and was caused by the merging of PR #45 [1]. I believe debian/patches/00list.Ubuntu contradicts Debian Policy 4.17 "Vendor-specific path series" [2], see also Tech Committee discussion in #904302. I suspect this file can simply be dropped, as synaptic builds fine in Ubuntu without it, and is still able to retrieve changelogs due to PR #45.
