Indeed, despite the upstream decision to move libqtpas sources into Lazarus, 
this lib stays a pure binding library.
So theoretically, it can be used by whatever project and not only Lazarus 
related ones.
Creating a source dependency between a general purpose (bindings) library and 
an IDE is wrong in my sens.
Lazarus already combines an IDE for developing applications and a library used 
by the applications developed in said GUI.

Does anything other than the QT backend for the LCL actually use libqtpas, 
either in Debian or otherwise?
