The machine readable copyright format has a special instructions for public domain files. They are recorded as "License: public-domain" and the rest of the paragraph should explain the situation. When I run cme update dpkg-copyright, it replaces my explanations with "Please fill license public-domain from header of ...". It should leave the prose explanations in place.
