I build my own containers and Buildah works perfectly without
"registries.conf". Therefore my judgment on the matter is "wontfix".
Copying the provided file manually to "/etc/containers/" is easy and it
encourages user to review "registries.conf" for explicitly allowed sources.
I do not wish to encourage people to blindly pull from "docker.io" by
default.
