I think one step towards generally more flexible packaging would be to not offer 2 virtual ABI packages (foreing and all) but 5 (each component and all). It would also help if you documented in README.Debian when how to make use of those virtual packages (i.e. a more long-term oriented place with all details, that you can point to from NEWS instead of pointing to our bugtracker).
