These directories are used by papercut's "maildirs" article storage backend. This is actually the default storage for the Debian package, making papercut ready to be a local NNTP server after installation. These directories could then contain news articles not available elsewhere and should not be removed without additional user interactions, IMHO. Regards, -- Jérémy
