My original problem with this was that it doesn't explicitly list the copyright holders as the well as the upstream authors (to handle the case of copyright being transferred or works for hire). It also lists the distribution license after "Copyright:" instead of the copyright holders, which indicates a misuse of terms, in the same style as "Copyright: GPL", which is what I was targetting.
