because that's what the package d/control file says: https://salsa.debian.org/blends-team/debichem/-/blob/master/debian/control the actual effect of the overrides file having a different section than `metapackages` is that the py2removal tracking program wont ignore those packages (as removing a package that's a dep of a metapackage is "okay") and thus we dont mark leaf packages as such.
