Then I think I see what happened: I had to convert my language packs to UTF-8 to get things to work in a multilingual environment, and probably softlinked th to th_utf8. This must have confused the package upgrade, e.g. by making it install the "th" files over the UTF-8 ones.

Galeon (a browser) gets confused halfway through the 'adminhelpsitesettings' string, as if there's some improperly encoded UTF in there. There seems to be an unknown character in 'uploadformlimit' as well; it gets interpreted as #ca29 which is definitely not in the Thai range.
