The FTBFS on mips64el is persistent, and qgis is already removed on that
architecture via #953671.

3.10.7+dfsg-1~exp1 FTBFS on eberlin, and 3.10.7+dfsg-1 FTBFS on
mipsel-manda-02, both had the same issue: "Error: branch out of range".

3.10.7+dfsg-1 was given back because it was part of the qt transition
and succeeded on mipsel-aql-01.

I expect a subsequent binNMU or new upload to FTBFS again, so removing
qgis from mipsel is still a good idea in my opinion.

If we're lucky mips* may not meet the architecture qualifications and be
removed for bullseye and this qgis not alway building successfully there
will become moot.
