I actually spent quite a while fighting with pbuilder because I wanted to include the changelog of all versions that we did not upload to the archive (so that the closes: #... entries in changelog are applied).
Looks like you figured it out. Thanks for uploading! For any lurkers out there curious about the solution, you can pass -v<version> to dpkg-genchanges to get it to show more than just the latest entry: gbp buildpackage -v3.8.3-1.1
