"If a given source (like the JDK does) brings both a compiler and a virtual machine, you may name the compiler package xxxx-dev." I couldn't find any -dev pakage of a recent Java compiler. So I think, these are informations only relevant for Java version <= 8.x Maybe there are more parts deprecated in this chapter.
