Bug#880507: mlocate: daily cron job should be (optionally) splayed to prevent thundering herd

If #882993 is implemented (systemd support), then the default behaviour
of the systemd timer would be to splay, and you could consider this bug
addressed, assuming everyone who wanted splay is using systemd.
