This affects only the text installer, in the graphical installer everything
works fine. And it's not only occuring when you select the keymap via 
commandline
but also when choosing it normally via installer dialog.
Switching to keyboard layouts other than US is no longer possible.

I boiled that down to the latest version of kbd, which breaks console-setup run 
with mutiple error messages like this:


        /bin/setupcon:
        line 105:
        kbd_mode: not found

The images from https://d-i.debian.org/daily-images/amd64/20200820-00:20/
work fine, and one day later it fails.
The new version of kbd was uploaded on 20200821.

Reassigning to kbd and renaming.
And raising severity, since it completely breaks keyboard layout switching
in the text installer.
