I don't use cowbuilder myself, but the problem is that cowdancer brings
libncurses.so.6 into every started program via its LD_PRELOAD
(--no-cowdancer-update avoids that, AIUI).

This affects programs run internally by dpkg ('rm' in this case), that
is why you are seeing this problem, although libncurses6 and libtinfo6
are unpacked in the same dpkg run and neither of them have maintainer
scripts.
