Before we fill the request using the guidelines in: http://www.debian.org/MailingLists/HOWTO_start_list some consensus have to be made. There is an active and long discussion about the portuguese language, the one spoken in Portugal and the one spoken in Brazil. What probably will be suggested is that the current debian-l10n-portuguese is transfered to the european translators and a new brazilian one is created (possible debian-l10n-brazillian). We don't know yet what will be the consensus. If possible keep this bug open as we develop more information, i'll keep in touch.
