No, rng-tools is a completely different software.
Also, trying to get new features into Debian packages,
especially considering this has a different upstream
as well, is pretty hard.

This step, packaging both, was actually suggested on
Launchpad by one of the developers involved.

Anyway, it is now here to stay.
