After talking with Jeroen on IRC, I've made ~debbugs/get-packages rsync from /org/ftp.debian.org/ftp instead, which leaves code around in case bugs.d.o is ever moved back to a machine without a local archive. That seems to have fixed this bug. (I've also made it look at unstable/amd64 and experimental/amd64.)
