geoalchemy2 build-depends on postgresql-12-postgis-3 and postgresql-12-postgis-3-scripts, which have been replaced by postgresql-13-postgis-3 postgresql-13-postgis-3-scripts, the old packages are still present in unstable as cruft packages, but are completely gone from testing. This issue affects both versions 0.7.0-1 (in testing) and 0.8.4-2 (in unstable).
