Markus: Further investigation shows that the problem is not with NumPy. CMake not even finds Python.h.
The problem is most likely a mixture of Python 3.8 and 3.9 files on your system. Try to uninstall libpython3-dev, which still depends on 3.8. Good luck, Joachim
