I'm bumping the severity of this bug because it will break a working setup on upgrade. In my case, I'm not activating any VPN via NetworkManager but I do have a wireguard VPN managed with wg-quick and NetworkManager will just happily always write an empty /etc/resolv.conf due to this behaviour change. The wireguard VPN NM connection doesn't have any DNS server associated to it (and will never have any AFAIK, it's not in its scope).
