I suppose you are talking about this (in changelog for version 0.051-1):
* Updated the rules files to include permissions.
The permissions files do not exist anymore.
I find it really misleading that the file is kept there but is not
longer used. There should be at least a mention of that in
README.Debian.gz.
Something like:
"Warning: in versions before 0.051-1, there used to be a
file /etc/udev/permissions.d/udev.permissions. This file is no longer
used! You can safely remove it."
