I generally only use emacs -nw and would find it quite surprising if
the GUI mode worked differently for this case.

I don't use vagrant but I will build up a pristine KVM system and see
what happens there.  But if 'emacs -Q' doesn't recreate the problem on
my daily upgraded Sid machine then that is simply going to convert
this into a different type of bug report.
