Bug#976733: nagios-nrpe-server compiled without --enable-command-args

Compiling the server without --enable-command-args makes this feature 
unusable.  It is turned off via the default configuration file 
/etc/nagios/nrpe.cfg anyhow.

I suggest you compile future versions of nargios-nrpe server including 
the --enable-commands-arg flag.

I am using Debian/GNU Linux 10.6, kernel 4.19.118-v7l+ on RPI 4B
