The udev - Rules are an existential component in the package libsane1. So moving them to another package would also mean that the new package has to be loaded with libsane1. Besides the necessary administration of another package IMHO has no advantage.
I kind of understand. But, as written, the files are not arch-dependent, so should be at least moved to *libsane1-common*.
I think the right way would be to use libsane1 only if it is installed. An example would be libreoffice.
As written that is not possible, as several components link against it and depend on it – see *colord*.
